When I received my UA-1000 from Edirol I noticed there was a second CD in the package with an update to the USB drivers and stack for WindowsXP. This is a Hot Fix that has been published by Microsoft and can be found by searching for 822603 in the Knowledge Base.
According to my contact at Edirol this fixes a lot of issues with USB and USB2 devices by reworking the USB stack and installing new software for controlling USB devices.

If you are having trouble with any USB device I suggest trying this Hot Fix.
You also might try ticking the setting in System Properties / Advanced / Performance Options / Processor scheduling / Background services to give priority to Background services. USB and USB2 are background services.
