Editing Drum Wav Tempos @9632 made from cels

Allow ability to edit the tempo of 9632 wav drum loops in multitrack sessions: drum waves were made from drum cels inserted in earlier 9632 multitrack sessions, edited, mixed down, saved as 9632 wave files.

Right now I can't change the tempo of 9632 drum wavs (made from drum cels) in multitrack sessions. I must go back to the original 9632 multitrack drum editing session, insert drum cel(s), and rebuild the desired drum loop(s) at the new tempo.

A simple soln: allow saving cels as 9632 cels.
