I've completed everything you mentioned below. I went into the multitrack vew, then Options>Device Preferences. I selected 1/2 ins and outs for device (1), then 3/4 in and outs for device (2).
The only reason I selected 22k for the sampling rate is because that is what the M-Audio Delta 44 was set at and I didn't know how to change it.
I saw track 1 and the little red "1" . I clicked on the "1" and selected the Left channel.
Nothing is muted in the delta panel, including the master fader.
Still no success. I'm not able to record anything - no sound wave.
I'm hoping there's still something I don't have set right. Got any other ideas?

Ok...If you're getting signal into the Delta panel, then you must just not have your inputs configured in the multitrack realm (I'm assuming you're using multitrack, as you mention having signal on the four inputs!)
So, in the multitrack view, go to Options>Device Preferences. There, you will see a drop down list for PLayback and Record devices, with a (1), (2), (3), etc. For device (1), select the 1/2 ins and outs. For device (2) select the 3/4 ins and outs. Click OK.
Now, in multitrack, go to File>New Session and select the sample rate and 32-bit. (incidentally, I don't know why you'd want to record a session in 22k, but i suppose you have your reasons. Standard CD sample rates are 44.1.
On track 1 you'll see a little red "1" . This tells you that you're recording to device "1" OR the Delta 1/2 as selected in the preferences window.
If you click the "1" you can change it to device "2" or you can individually select the Left or Right channel or stereo.
This should get you going, again, assuming that nothing is muted in the delta panel, including the master fader.
