Sure, my favorite voice EQ for that filtered sound uses the FFT filter in passive/lock to constant filter mode.

Have your voice file heavily compressed (but not squashed to oblivion). In the FFT filter have marks at 0Hz/0%, 440Hz/0%, 440Hz/100%, 4kHz/100%, and 22kHZ/0%. Connect the dots with straight lines.

From there use Sweeping Phaser and the Vocal Phasing preset. Highlight your wave to find the length, and insert that length into the PERIOD parameter in milliseconds. That way you'll get one sweep through the length of you voice line.

From there, some ambience with Full Reverb, maybe some more compression (maybe not), and you're done.

If you have some budget, get iZotope's Spectron! Try the demo, you will love it. If you have a bit larger budget, get iZotope's Ozone 2. You can use it not only for good effects, but also use it on the final product to make your imaging hit harder...Especially at a rock station, where all off the music is over-compressed.
