It's not normalisation you need - you have to compress the dynamic range of the signal so that the difference between the loud and soft sounds is reduced. Normalisation merely moves the whole signal up to a reference 'norm' that you set.
You need to check out Effects>Amplitude>Dynamics Processing. Read the help file. Do a forum search - look at the 'Tips and Tricks' section - there's loads of stuff on the forum about this. One word of warning, though. You do need to normalise your signal to 0dB before you play with any of the presets, because they are designed to work with signals that peak at 0dB, and that is what normalisation will achieve.
