Hello

Is there any software which allows you to cut an audio file into, say, 10, frequency bands and saves each band as a separate file?

Audition does that. Place the file in a multitrack session, click on the file to select it, hold down the ctrl key while highlighting the file from beginning to end, then go to Effects on the menu to find Frequency Band Splitter. Choose what bands you would like then process.
