i have the bpm as the same but start on beat & end off beat or the other way around,is this the loop?

Hello loop. I don't know what you're asking here...When you say "start on-beat" I think you mean that it begins on the downbeat, ie, "1". If it ends on a pick-up note, (ie, the 'and' of 4) then your loop is simply not a standard 4/4 measure. If this is what you desire, than fine. Is that what you're asking? I mean, really, the only way to know is to engage the loop playback and listen. If it sounds right, go with it.
And where, might I ask, does your 'time stretch' topic come into play here?

Well I can't figure that out either, but if you are going to time stretch the end result, it's worth pointing out that it would be far more accurate to do this to the repeated loop file, but far less time-consuming to do it just to the loop. Just remember that any error you make is going to be multiplied in time by the number of times you repeat the loop.
But I'm guessing here, Loop, just the same as Synt is...
