Could somebody go over the basics of Cooledits mastering features, and how to use them please?

Dude/Dudette, go the the Cool Edit software forum main page and enter "mastering" into the Search For box. You'll get plenty of info there.

Gremboid, did you find what you were looking for? Essentially, Cool Edit Pro has all of the basic tools you need (with the exception of a dedicated, multi-band limiter, though it is possible to achieve this other ways).
If you have specific questions about how to go about mastering your audio for CD, here's an FAQ that might shed some light on the subject for you...

Graeme, what does the M in RTFM stand for? (This definitely can't be found in the FAX.)

M-A-N-U-A-L- friends, Manual. It means that Cool Edit comes with Help files, This site has FAQ, and there is a SEARCH facility too!

Vicki, "FAQs" not "FAX". They sound the same, but are really different things. Or are you just trying to save a keystroke??
