Running CE2K
I have tried to edit a wav within the multi track view. I checked the search files but nothing for my specific question. I'm not sure but I seem to remember seeing something about not have this ability with CE2K. I this true and/or am I missing something.

If you want make destructive edits to the file, you have to use EDIT view for that. AFAIK, nothing you do in MT view is non-destructive.

You may double-click on a wave block in the multitrack and this will immediately bring you to the edit view where all the destructive editing can be done.

You can undertake any reasonable edit operation in multitrack view, but you have to mix down the result to a new wave file when you're done. That's the advantage of it (non-destructiveness). Editing in edit view is something I normally never do. There's a few things like NR that you do have to do there as they are not available in MT.
